La Plateforme de partenariat du Programme Africain de Semences et Biotechnologie

Le Groupe De Travail Technique Sur Les Semences (GTT) De L'Union Africaine (UA) A Dirigé Le Comité Directeur Continental (CSC) De L'Initiative Pour L'agriculture Biologique Écologique (EOA-I) Approuvé Pour Faire Partie De La Plateforme Africaine Des Semences Et De La Biotechnologie (ASBP) De L'UA .

Préambule: La 3 ème session ordinaire du Comité technique spécialisé (CTS) de l'Union africaine (UA) sur l'agriculture, le développement rural, l'eau et l'environnement (CTS, ARDWE) qui s'est tenue à Addis-Abeba, Éthiopie du 21 au 25 octobre 2019 a recommandé , entre autres, que la Commission de l'Union africaine (CUA) et l'AUDA-NEPAD dirigent l'élaboration d'un plan d'action pour la mise en œuvre du Programme africain de semences et de biotechnologie (ASBP), y compris un cadre institutionnel pour faciliter sa mise en œuvre aux niveaux national et régional. et au niveau continental. Il convient de noter que le même CTS a approuvé l'Initiative pour l'agriculture biologique écologique en tant qu'organisme officiel de supervision de la mise en œuvre de la décision de l'UA sur l'agriculture biologique et a approuvé Biovision Africa Trust (BvAT) en tant qu'hôte du Secrétariat. Conformément à la décision de l'UA sur l'agriculture biologique et au mandat de l'ASBP, le Comité directeur continental (CSC) de l'initiative EOA dispose d'un groupe de travail technique (TWG) sur les systèmes de semences biologiques (OSS). Le TWG-OSS a pour mandat de fournir des conseils au CSC pour soutenir le développement de systèmes de semences biologiques durables en Afrique. Le Département de l'Economie Rurale et de l'Agriculture (DREA) a organisé un atelier virtuel des principaux acteurs du développement du secteur semencier en Afrique les 4 et septembre 2020. La réunion a été accueillie par Dr. Simplice Nouala, Chef de la Division de l'Agriculture et de la Sécurité alimentaire pour la Commission de l'Union africaine et président du CSC de l'AEO-I. De l'EOA-I, la réunion a également été suivie par le Dr David Amudavi, le directeur exécutif de BvAT, M. Alex Mutungi, le coordinateur continental du Secrétariat de l'EOA-I, et deux membres du CSC TWG-OSS, le Dr. Sarah Olembo (Kenya) et M. Zakaria Sambakhe (Sénégal). Le Dr Olembo est également le représentant du genre au sein du CSC tandis que M. Sambakhe est également le directeur national d'Action Aid, Sénégal. Réunion ASBP: L'objectif général de la réunion était de tenir des consultations sectorielles avec les principales parties prenantes des semences en Afrique sur l'opérationnalisation de la structure de gouvernance du Programme africain de semences et de biotechnologie, et en particulier:

1. Discuter et valider les Orientations de la Plateforme Africaine des Semences et des Biotechnologies

2. Discuter des critères proposés pour une institution hôte du Secrétariat de la Plateforme ASB

3. Recommander à la direction de la CUA-DREA une institution intérimaire pour accueillir le Secrétariat de la Plateforme ASB et un projet de feuille de route pour la sélection du secrétariat.

4. Convenir des prochaines étapes, y compris des propositions sur les membres du i) Groupe de pilotage; (ii) Groupes de travail thématiques / géographiques ainsi que la tenue de l'Assemblée générale de la Plateforme.

Approbation:À la suite de négociations animées entre le Dr Sara Olembo et ses collègues, le GTT EOA-I sur les systèmes semenciers a été approuvé pour faire partie du Comité directeur (SC) de l'ASBP afin de contribuer à la gouvernance globale des programmes sur les systèmes semenciers et au développement des capacités en Afrique. Nous espérons que l'EOA-I contribuera en outre à d'autres domaines techniques, notamment: les législations sur les semences; Règlement sur les semences; Règlements sur la biosécurité; et Réglementation des semences animales Ce développement marque une autre étape importante pour le développement de la politique semencière EOA-I en Afrique. L'EOA-I se trouve au cœur d'importantes discussions sur les semences dans le continent, ce qui lui donne l'opportunité de se faire le champion des politiques et des programmes de semences biologiques. The African Seed and Biotechnology Partnership Platform

The Seed Technical Working Group (TWG) Of The African Union (AU) Led Continental Steering Committee(CSC) Of The Ecological Organic Agriculture Initiative (EOA-I) Endorsed To Be Part Of The African Seed And Biotechnology Platform (ASBP) Of The AU.

Preamble: The 3 rd Ordinary Session of the African Union (AU) Specialized Technical Committee (STC) on Agriculture, Rural Development, Water and Environment (STC, ARDWE) that was held in Addis Ababa, Ethiopia from 21-25 October, 2019 recommended, among others, that the African Union Commission (AUC) and the AUDA-NEPAD lead the development of an Action Plan for the implementation of the African Seed and Biotechnology Programme (ASBP) including an institutional framework to facilitate its implementation at the national, regional and continental levels. It is worth noting that the same STC endorsed the Ecological Organic Agriculture Initiative as the official agency overseeing the implementation of the AU Decision on Organic Agriculture and endorsed Biovision Africa Trust (BvAT) as the host of the Secretariat. In line with the AU decision on Organic Agriculture and the mandate of the ASBP, the Continental Steering Committee (CSC) of the EOA-Initiative has a Technical Working Group (TWG) on organic seed systems (OSS). The TWG-OSS is mandated to provide guidance to the CSC in support of the development of sustainable organic seed systems in Africa. The Department of Rural Economy and Agriculture (DREA) organized a virtual workshop of key stakeholders in the seed sector development in Africa on 04-September 2020. The meeting was hosted by Dr. Simplice Nouala, Head of the Agriculture and Food security Division for the African Union Commission and Chairperson of the CSC of the EOA-I. From the EOA-I, the meeting was also attended by Dr. David Amudavi, the Executive Director of BvAT, Mr. Alex Mutungi, the Continental Coordinator of the EOA-I Secretariat, and two members of the CSC TWG-OSS, Dr. Sarah Olembo (Kenya) and Mr. Zakaria Sambakhe (Senegal). Dr. Olembo is also the gender representative within the CSC while Mr. Sambakhe is also the Country Director of Action Aid, Senegal. ASBP Meeting: The general objective of the meeting was to hold sector wide consultations with key seed stakeholders in Africa on the operationalization of the governance structure of the African Seed and Biotechnology Programme, and specifically:

1. Discuss and validate the Operational Guidelines of the African Seed and Biotechnology Platform

2. Discuss the proposed criteria for a host institution of the Secretariat of the ASB Platform

3. Recommend to AUC-DREA management an interim institution to host the Secretariat of the ASB Platform and a draft roadmap for the selection of the secretariat.

4. Agree on the next steps including proposals on members of the i) Steering Group; (ii) Thematic/Geographic Working Groups as well as holding the General Assembly of the Platform.

Endorsement: Following spirited negotiation of Dr. Sara Olembo and her colleagues, the EOA-I TWG on seed systems was endorsed to be part of the Steering Committee (SC) of the ASBP to contribute to the overall governance of programs on seed systems and capacity development in Africa. It is our hope that the EOA-I will additionally contribute to other technical areas including: Seed legislations; Seed regulations; Biosafety regulations; and Animal seed regulations This development marks another milestone for the EOA-I seed policy development in Africa. The EOA-I finds itself inside important seed discussions in the continent giving it the opportunity to champion for organic seed policies and programmes.
